The situation

Downer runs rail operations where the gap between a safety rule and a safety habit is measured in incidents. Posters and inductions were not closing it. The workforce needed to see its own people make the commitment.

What HCN owned

The program over three years: strategy, the content series, and the workshops where workers put their own commitments on camera. Each year built on the last rather than starting again.

What happened

476 workers answered a voluntary survey about the program. 46 percent named the video series as the element that landed hardest. Downer named the program its new internal benchmark.
